Tina Babbitt, RN MSN IBCLC
Education Coordinator
As the Education Coordinator for IPN, Tina Babbitt assists in the development and coordination of professional education activities. She is involved as the clinical and organizational liaison between IPN and healthcare professionals, professional associations and individual hospitals. Tina is a Registered Nurse, International Board Certified Lactation Consultant, and holds a Masters in Nursing Education.
Tina Cardarelli, IBCLC
State Breastfeeding Coordinator
Tina Cardarelli works with hospitals, community coalitions, businesses, health professionals and moms and babies all over Indiana to promote and support breastfeeding. She is a frequently requested speaker and consultant on many breastfeeding topics including workplace lactation support, the Baby Friendly Hospital Initiative and breastfeeding in the childcare setting.

Marquette Hansen
Administrative Coordinator
Marquette joined IPN in September of 2011 as the Administrative Coordinator. In her former position with an Indiana Medicaid insurer, she enjoyed working with their members as a Health Outreach Specialist. Her most cherished focus was working with the refugee population and the Prenatal Care Coordinators. At IPN, Marquette coordinates all the day to day functions and provides administrative support for staff.
Barb Himes, IBCLC
SIDS and Infant Loss Program Coordinator
Barb has been involved in the Sudden Infant Death Syndrome (SIDS) and Infant Loss arena as an advocate and educator since 1982. Her two month old son, Jake, died on December 24, 1981. Soon after his death, she began to educate health care professionals and first responders on appropriate response to infant death for the Indiana State Department of Health. She is the State SIDS and Infant Loss Coordinator, First Candle Bedtime Basics for Babies Program Director, and consultant for the Indiana Perinatal Network. Barb is also an International Board Certified Lactation Consultant, educator for Homeland Security and Indiana Law Enforcement Academy, and in her most important role, the mother of six children.
Julia Tipton Hogan, MPA
Program Services Coordinator
Julia Tipton Hogan serves as the Program Services Coordinator at IPN. In this role, she helps plan and coordinate conferences and events held by IPN and its two subcommittees, the Indiana Perinatal Educators Committee and the Indiana Newborn Developmental Care Committee. She also helps with membership activities during the yearly IPN Membership Campaign. Julia has worked with IPN for ten years and has a BA from Hanover College and a MPA from Indiana University School of Public and Environmental Affairs.

Larry Humbert, MSSW PgDip
Executive Director/CEO
Larry joined the staff of the Indiana Perinatal Network as in September 2003 and was appointed Executive Director in 2007. Graduating with a B.S. in Social Work from Northern Kentucky University, Larry went on to The University of Louisville to earn a Masters Degree in Social Work with an emphasis on health services. Previous positions include Medical Social Worker at IU Medical Center and Riley Children’s Hospital, Section Chief at the State Department of Health, Maternal and Child Health Services and Program Director at Prevent Child Abuse, Indiana. Larry also earned a Post Graduate Diploma in Public and Not for Profit Management at South Bank University, School of Business in London, England.

Caitlin Finnegan Priest, MPH
Public Policy Coordinator
Caitlin Finnegan Priest is the Public Policy Coordinator for the Indiana Perinatal Network, where she advocates for sound and responsive public policies on behalf of Indiana’s mothers and babies. She collaborates with a variety of partners and stakeholders, including healthcare providers, community organizations, legislators, and state agencies, to identify strategies that facilitate early and low-barrier entry into prenatal care, particularly among vulnerable and low-income women. Caitlin has over ten years of experience in women’s and community health issues, with special interest and expertise in improving the healthcare response to domestic violence. She received her Master of Public Health degree from Indiana University, and her Bachelors in Psychology from Wesleyan University in Middletown, Connecticut.

Sarah Walter
Director of Communications
As the Director of Communications, Sarah is responsible for development and production of IPN’s print and electronic communications. She also maintains IPN’s social media networks and website, and serves as a first point of contact for media requests. Sarah has been with IPN for more than 5 years and has a Bachelor's degree in Public and Corporate Communications from Butler University.

Leah Sumners York, CAE
Chief Operating Officer
With prior experience in banking, insurance and business management, Leah has been responsible for IPN’s daily operations, finances, and human resources since early 2002. Leah is a Certified Association Executive (CAE), designated by the American Society of Association Executives, and expects to complete a Master of Business Administration in 2012.
